After elected president, Thomas Jefferson wanted a direct and practicable water communication across the continent and US sovereignty over the land occupied by the many different Indian tribes along the Missouri River. Lawyer, author and curator of the Iowa State Historical Department from 1908-1937. Harlan earned a law degree from Drake University (Des Moines) and was admitted to the bar in 1896. Prior to his appointment to the position of Historical Department curator he served as Van Buren County Attorney (1898-1902) and practiced with a firm in Keosauqua, Iowa (1902-1907).
